Lucy's maiden name was "Pendleton." Her father was a descendant of Irish immigrants, and Lucy was the second of six children. The family owned a small farm in Oklahoma. One day, a young Lucy happened upon a destitute and drunken "Steven Steel" on the street and struck up a conversation, sharing her whimsical idea of holding a cross-continental horse race. When Lucy was 12, her mother passed away, and her father had to borrow money from the mob to keep the farm running. To make matters worse, poor weather led to crop failure, sinking the Pendleton family into a quagmire of debt. While the mob wouldn't target those with nothing, they would certainly take one thing from anyone who had "two or more" things. Lucy's father was forced to choose between selling the land or selling a child. Since Lucy's older brother was the eldest son and could not be given away, Lucy, the eldest daughter, was made collateral and sent to work as a servant. Not long after Lucy was handed over, a middle-aged man named "Steven Steel" visited the Pendleton home. Although devastated to learn Lucy had been sold to the mob, he told her father that because Lucy had once helped him pull himself together, he was willing to pay to redeem her as a way of returning the favor. He proposed lying to the mob, claiming that "Lucy had already lost her virginity and had become his legal wife." Although Lucy's father was both angry and incredulous at Steven's words, believing he was insulting the family's reputation, he also understood that while the mob ostensibly wanted Lucy as a servant, what they truly wanted was a "virgin." If things continued, his daughter's life would be like living in hell, and she might not even live past 25. 8th时总统发现自己的夫人似乎有些不太一样，但是没想那么多，对露西展示了自己身上的伤疤后让露西脱下衣服，对露西的举动感到奇怪后又说：“不管你是谁，只要给我繁衍后代就行了”，露西反抗但被总统撤下伪装，被发现身份后露西对总统的咽喉刺了一刀，见总统倒地露西害怕的跑了出去躲在厨房里，此时露西发现烟囱里似乎有个人，并且告诉露西：“生下来”而总统在知道露西身份后更加地中意露西，并试问露西是否看到了躲在烟囱里的圣人，并让露西交出遗体的右眼，露西拒绝后被总统扒光衣服，但总统发现露西肚子上有个人头的样子。
9th开始时，露西和史提尔准备逃跑，但被总统追上，总统让露西和他走，并且能保证有医疗设备可以治疗史提尔。之后露西发现自己的身体开始发生了变化，她的身体和遗体渐渐地融为一体了。而此时营救露西的HP和迪亚哥也相继死亡，后老谢将濒死的露西带走，露西得以有了生命迹象，总统被打败后，平行世界的迪亚哥出现了，并偷走了遗体。 知道这是平行世界的迪亚哥后，露西想到了D4C的能力，找到了打败迪亚哥的方法，于是拿起柴刀走到铁轨上去找迪亚哥的尸体然后把头砍了下来。 After the SBR race ended, Lucy found Diego, and after giving him the head of the base world's Diego, the parallel world's Diego was annihilated due to D4C's abilityMami'd, and so the headless Diego and the Corpse lay in the bunker forever.

Flashbacks in Part 8 show that Lucy later specialized in botany and topography, and became an investigator for the Speedwagon Foundation.Furthermore, Chapter 22 shows that Lucy most likely participated in the US government's operation to reclaim the Saint's Corpse from Johnny. Chapter 99 mentions that Lucy once went to Morioh to investigate and noticed the similarity between Morioh's ground and the Devil's Palm. In Chapters 109 to 110, an elderly Lucy traveled to Morioh by train again in 1941 to investigate the Locacaca fruit with Fumi, Lucy and Fumi arrived at the scene and witnessed the entire process of the driver's disappearance. Her clothes were caught by the "iron plate," and she was entangled by the driver who was desperate to survive, falling into a predicament. She was later rescued by Fumi and learned that Fumi is Johnny Joestar's grandson, Joseph Joestar. While escaping the scene with Fumi, she caught a glimpse of Tooru nearby carrying a Locacaca pot, and at that moment, she was affected by the calamity of Tooru's Stand and contracted a lung disease. Afterward, Fumi escorted Lucy all the way back to the United States. Lucy never visited Japan again and died of lung disease three years later at the age of 68. |

On the surface, Lucy is a weak young girl whose Stand ability has no offensive power and who lacks physical strength, but Lucy's kill count is actually the highest in SBR.

- In Chapter 22 of Part 8, a woman whose appearance closely resembled Lucy appeared among the U.S. government personnel pursuing Johnny. Although not explicitly stated, many readers suspected this woman was Lucy. Lucy herself appeared in Chapter 99 wearing an outfit similar to that woman, and it was clearly shown that she had traveled to Morioh as a member of the Speedwagon Foundation to investigate, further strengthening this possibility.
