The primary antagonist of *Yakuza 3*. Chairman of the Tojo Clan's direct subsidiary, the Hakuho Clan, and one of its top executives. He is a brilliant leader, skilled in both literary and martial arts, representing the elite of the younger generation. Having had an unfortunate childhood, his pursuit of power and money has defined his life. He is calm and sophisticated, always feeling a debt of gratitude to the sixth chairman, Daigo Dojima, for recognizing his talent. On the surface, he is a corporate industrialist, but he possesses formidable fighting strength, even exhausting Kiryu during their grand battle. A man who values money and power and possesses deep cunning; he harbors feelings of admiration and worship for his superior, Daigo Dojima, who personally promoted him, even viewing him as the entire meaning of his life. For Mine, the new meaning of life that could replace Daigo was the thirst for power, and he would stop at nothing to obtain it. Naturally, this led Kiryu to confront him. At this time, Daigo lay unconscious in a hospital bed, and Mine intended to deliver a final, fatal blow to Daigo to secure his position as the successor to the Tojo Clan. Kiryu and Mine shared similar backgrounds as orphans but chose different paths; now their ways of life clashed violently, making a battle inevitable. At the end of the fight, Mine collapsed in exhaustion, feeling he could not face Daigo. He then grabbed the mastermind, Richardson of Black Monday, and leapt from the hospital rooftop. After being saved by Daigo, who was supposed to be unconscious, Mine sacrificed himself in front of Kiryu and Daigo to make his final amends. |

- Makoto Date mentioned Mine in the main story, stating "it wouldn't be an exaggeration to say he's the one earning all the money for the current Tojo Clan," which proves Mine's own economic power. Because of this trait, Mine is often discussed alongside Shun Akiyama.
